AACE International은 현재 'Total Cost Management(TCM)'라는 통합적 관리체계를 통해 프로젝트 전 생애주기의 의사결정을 다루는 국제 전문 조직으로 국내에서도 잘 알려져 있습니다. 원가(Cost), 일정(Schedule), 리스크(Risk), 가치(Value), 성과(Performance)는 개별적으로 관리되는 요소가 아니라 상호 연계된 하나의 시스템입니다. AACE의 TCM 프레임워크는 이러한 연계를 체계적으로 설명하는 공통 언어를 제공합니다. 그러나 국내 실무 환경에서는 이러한 국제 기준이 '이론적으로는 타당하지만 우리나라 현장에 적용하기에는 한계가 있다'는 평가를 받는 경우가 많은 것 같습니다. 본 블로그는 이러한 인식에서 출발하여 글로벌 표준과 국내 제도 및 실무 간의 간극을 어떻게 해석하고 조정할 수 있는지를 고민합니다. AACE International RP(Recommended Practices), 최신 국제 웨비나, 해외 사례 소개뿐만 아니라 공공사업과 민간 프로젝트의 실제 맥락 속에서 적용 가능성과 한계를 함께 살펴봅니다. 본 블로그의 개설자인 저는 대학 강의와 전문 교육, 공공 발주 기관 및 민간 기업 자문, 프로젝트 리스크 분석, VE, 그리고 원가 검토 업무를 수행하는 과정에서 아래와 유사한 질문을 반복적으로 자주 접했습니다. AACE에서 운영하는 자격 인증 제도나 형식적인 기법에 관해서도 다루고자 합니다. |
This blog has been established to share the reflections and practical experiences accumulated in cost, schedule, and risk management from domestic and international project sites, as the current leader of the AACE International Korea Section Home - South Korea . It aims to be more than just a space for conveying information or organising materials; it seeks to continuously interpret and share how AACE International AACE | Cost Engineering & Project Controls Professionals 's knowledge system and methodologies can be applied to Korea's institutional and project environment. AACE International is an internationally recognised professional organisation, well-known domestically, that addresses decision-aking throughout the entire project lifecycle via its integrated management system, “Total Cost Management (TCM)”. Cost, Schedule, Risk, Value, and Performance are not individually managed elements but form an interconnected system. AACE's TCM framework provides a common language that systematically explains these interconnections. However, within the domestic practical environment, such international standards are often assessed as “theoretically sound but having limitations when applied to the Korean context”. This blog originates from this perception, exploring how the gap between global standards and domestic systems and practices can be interpreted and bridged. We examine not only AACE International RP (Recommended Practices), the latest international webinars, and overseas case studies, but also explore the applicability and limitations within the actual contexts of public works and private projects. As the founder of this blog, I have frequently encountered questions similar to the following during my work delivering university lectures and professional training, advising public procurement agencies and private companies, conducting project risk analysis, VE, and cost review tasks: ‘How should this concept be reflected in reports or deliberation materials?’ ‘What is the permissible scope of application within our system?’ ‘What needs to change to contribute substantively to decision-making, rather than merely following form?’ ‘How should risk be considered in project cost estimation?’ ‘How can schedule management and cost management be integrated?’ This blog will serve as a space to document my reflections as both a leader of the Korea Section and a practitioner grappling with these questions. It will cover not only topics linked to AACE Korea Section activities, but also the explanatory approaches used in educational settings, comparisons between international guidelines and domestic standards, and critical reflections on why risk-based decision-making sometimes fails to function effectively in practice. Moving forward, this blog will develop content centred around the following themes: - Explanation of core concepts within the AACE TCM Framework and Recommended Practice - Practical application cases of Probability-Based Cost Estimation (PRBE) and probabilistic analysis - Structural linkages between Value Engineering (VE), asset management, and cost/risk management; comparisons between overseas guidelines and domestic public works systems and their implications; organised explanations for recurring key questions in education and practice While PM/CM is recognised as high value-added in recent joint government meetings, the reality is that domestic projects fail to acknowledge uncertainties and risks affecting project objectives—such as cost, schedule, scope, quality, safety, and environment—resulting in a lack of systematic management. Failing to bridge this gap will undoubtedly lead to falling behind in the high-value-added contracting industry. This space is not intended to represent the official stance of AACE International. Rather, it aims to operate with a sense of responsibility and awareness of the issues, seeking to embed AACE International's global standards and sound philosophy of acknowledging uncertainty within Korean culture, industry, and institutional frameworks. It will also address AACE's qualification certification systems and formal methodologies. |
